What Is Room in Roof Insulation?

It insulates a loft conversion or attic bedroom that standard loft rolls cannot cover. Unlike a cold loft where mineral wool sits between joists on the floor, a room in roof has habitable space directly under the rafters. Heat escapes through the sloping ceiling, any dwarf walls at the sides and the flat ceiling section at the top.

Room in roof insulation fits rigid insulation board or mineral wool between and over the rafters, lines the dwarf walls and insulates any remaining flat ceiling area. The goal is to create a continuous thermal envelope around the living space so warmth stays inside.

You may need it if:

• Your loft has been converted into a bedroom, office or playroom
• The sloping ceilings feel cold in winter
• Your EPC report lists "room in roof insulation" as a recommended improvement
• You notice higher heating bills compared with similar-sized homes

Because the insulation must fit around an occupied room rather than simply being rolled across an empty loft floor, the work is more involved than standard loft insulation. Rigid phenolic or PIR boards are common choices because they offer good thermal resistance for their thickness, which matters when ceiling height is limited.

How Much Does Room in Roof Insulation Cost?

Costs vary widely depending on room size, access and existing finishes. The figures below are illustrative budgeting examples, not current market quotes. Actual prices depend on your property, installer and materials chosen.

Illustrative cost assumptions:

These estimates assume rigid insulation board fitted between and over rafters, new plasterboard and skim finish, and basic making good. They do not include rewiring, moving radiators or structural alterations. Installed energy-saving materials currently qualify for zero-rate VAT through 31 March 2027, after which the rate is scheduled to rise to 5%. Supply-only materials bought for DIY fitting do not automatically qualify for the zero rate.

Get at least three written quotes. Ask each installer what U-value the finished construction will achieve and whether they will handle building regulations sign-off.

Which Grants Can Help Cover the Cost?

Two main funding routes may contribute towards room in roof insulation in England.

ECO4

The Energy Company Obligation (ECO4) runs until 31 December 2026. It requires large energy suppliers to fund insulation and heating improvements in fuel-poor homes. Room in roof insulation is an eligible measure under the scheme.

Eligibility is not automatic. It depends on your home's tenure, its EPC rating, your household income or benefits, and the specific measures an installer recommends. ECO4 Flex is a council referral route that can widen access, but it does not guarantee funding. Your local authority and the installer's obligated supplier ultimately decide what is funded and to what level. Ofgem publishes ECO4 guidance for local authorities.

If you receive a qualifying benefit such as Universal Credit, Pension Credit or income-related ESA, you may have a more direct route. Note that Child Tax Credit and Working Tax Credit ended on 5 April 2025 and are no longer qualifying benefits.

Warm Homes Local Grant

The Warm Homes Local Grant covers private homes in England rated EPC D to G. Household income is usually at most £36,000, though qualifying benefits or postcodes can provide alternative routes. Councils deliver the grant locally, and available funding determines which improvements are offered. A national GOV.UK application portal exists. Landlords are not automatically excluded but may need to contribute. Funding delivery runs to March 2028.

Room in roof insulation can be included where a council survey identifies it as a priority improvement for your property.

Scotland, Wales and Northern Ireland

Scotland has separate energy efficiency support programmes. Wales is covered by ECO4 but also has its own additional schemes. If you live outside England, check your devolved government's current offerings.

How Much Could You Save on Energy Bills?

Savings depend on your home's size, existing insulation and heating system. A poorly insulated room in roof loses heat rapidly through the sloping ceiling and dwarf walls, forcing your boiler or heat pump to work harder.

The Energy Saving Trust roof insulation guide distinguishes an unused loft from an insulated roof around living space. Its 270 mm mineral wool recommendation for a loft floor must not be treated as a universal rafter specification. Room in roof work needs a suitable U-value, moisture control and ventilation design for the actual construction.

Illustrative annual saving calculation (hypothetical):

Assume a mid-terrace house spending £1,600 per year on gas heating. If the uninsulated room in roof accounts for roughly 15% of total heat loss (an assumed proportion for this calculation only), and insulation reduces that heat loss by around 80%, the annual saving might be:

£1,600 × 15% × 80% = roughly £190 per year

This is a simplified illustration, not a measured outcome. Your actual saving depends on fuel prices, thermostat settings, the rest of your home's insulation and how much time you spend heating the converted space. An EPC assessor can give a property-specific estimate of the improvement.

Savings may continue for many years if the construction stays dry and the insulation remains intact. The room will also feel noticeably more comfortable in both winter and summer, since insulation reduces heat gain as well as heat loss.

How to Find an Approved Installer

Choosing the right installer matters for both quality and grant eligibility.

For ECO4-funded work, the installer must be registered with the scheme's obligated energy supplier and follow PAS 2035 retrofit standards. This means a retrofit coordinator assesses your whole home before specifying measures. Ask any installer whether they work under PAS 2035 and which energy supplier they are partnered with.

For the Warm Homes Local Grant, your council arranges the survey and appoints approved contractors. You do not typically choose your own installer for grant-funded work through this route.

If you are paying privately:

• Check for membership of a recognised body such as the National Insulation Association (NIA)
• Ask for references from previous room in roof projects specifically
• Confirm they will provide a building regulations completion certificate
• Get at least three itemised quotes that specify the insulation type, thickness and target U-value

Room in roof insulation is more complex than laying rolls in an empty loft. Poor installation can leave gaps at junctions between the sloping ceiling, dwarf walls and flat ceiling, creating cold bridges that reduce performance. An experienced installer will pay attention to airtightness and vapour control.

Is Room in Roof Insulation Worth It?

For most converted lofts without existing insulation, the answer is yes. The combination of lower bills, improved comfort and a potential EPC rating boost makes it one of the more cost-effective home improvements.

Key factors to weigh:

• Comfort: an insulated room in roof stays warmer in winter and cooler in summer, making the space genuinely usable year-round
• EPC improvement: if your EPC lists room in roof insulation as a recommendation, fitting it should raise your rating, although it may not move the home into a different band. This matters if you plan to sell or let the property. EPCs are generally valid for ten years and a better band can make your home more attractive to buyers
• Grant availability: with ECO4 ending 31 December 2026 and Warm Homes Local Grant funding running to March 2028, acting sooner gives you more chance of securing support
• Payback: using the illustrative figures above, a £2,000 installation saving £190 per year pays for itself in roughly 10 to 11 years, assuming performance and tariffs remain as illustrated. If grant funding covers part or all of the cost, the household contribution and its payback period are reduced

The main reason not to proceed would be if the room in roof is already insulated to a reasonable standard, or if structural issues need addressing first. An EPC assessment or retrofit survey will clarify whether the measure is worthwhile for your specific property.

If you are a landlord, current minimum energy efficiency standards (MEES) require EPC E in England and Wales, with a £3,500 cost cap on improvements and a maximum penalty of £5,000. The government has proposed raising the standard to EPC C equivalent by 1 October 2030 with a £10,000 cap, though this is future policy, not current law. Room in roof insulation could be a cost-effective step towards compliance.
