Two main types exist: wet systems that circulate warm water through pipes, and electric (dry) systems that use heating cables or mats beneath the floor. Wet systems typically cost more upfront because they need manifolds, pipe loops and connection to a boiler or heat pump. Electric systems can be simpler to fit in a single room. These figures are hypothetical. A new-build installation where pipes are laid before the screed is poured is usually cheaper per square metre than a retrofit, which may require raising floor levels or routing pipework through joists. Always obtain at least three itemised quotes for your specific property.
Qualifying installed energy-saving materials, including certain heating controls, currently qualify for zero-rate VAT through 31 March 2027, after which the rate is scheduled to rise to 5% (HMRC VAT guidance). Do not assume the underfloor installation itself is zero-rated. Ask for an itemised VAT treatment for the complete project.
Wet systems are generally cheaper to run because water is heated by a boiler or heat pump.
Electric mats convert mains electricity directly into heat. Electricity is typically several times more expensive per kWh than gas, so running an electric system across a whole house adds up quickly. Wet systems connected to a gas boiler or, better still, a heat pump benefit from a lower cost per unit of useful heat.

If you are considering a whole-house wet system, pairing it with a heat pump is worth investigating. For a single small room, electric mats may be the more practical choice despite higher running costs.

However, if you install a heat pump to supply a wet underfloor system, the heat pump itself may qualify for the Boiler Upgrade Scheme (BUS). In England and Wales, BUS provides £7,500 towards an air-to-water or ground-source heat pump, or £9,000 for qualifying oil/LPG replacements without a mains gas connection, available until March 2027. The grant covers the heat pump and its installation, not the underfloor pipework separately. You must own the property, use an MCS-certified installer, and meet the other eligibility conditions (GOV.UK BUS eligibility).
BUS funding is confirmed through fiscal year 2029/30 under the Warm Homes Plan (BUS extension summary). Commissioning and installation must happen within 120 days of applying.
The Warm Homes Local Grant in England may fund certain heating and insulation improvements for eligible homeowners with an EPC rating of D to G and household income usually at most £36,000, though council surveys and available funding determine what work is offered. Underfloor heating is not a standard measure, but improved insulation or a heat pump could be included depending on the property assessment.
In Scotland, separate support programmes exist; BUS does not apply there, but that does not mean no funding is available. Check with Home Energy Scotland for current options.

A standard radiator system in an existing home involves hanging units on walls and running pipework, with no need to lift floors. Running costs depend on the heat source: a modern condensing gas boiler feeding radiators is relatively efficient, but compare gas cost divided by boiler efficiency with electricity cost divided by heat-pump seasonal performance. Low flow temperatures can help the heat pump, but tariffs still matter.
