It's a safety check that measures how well the insulation around your electrical cables is holding up. An electrician sends a high-voltage current through the wiring (usually 500V for a domestic property) and measures how much of that current leaks away through the insulation. Healthy wiring holds the current in. Damaged wiring lets it escape, and that's how fires start.
The test gets its name from what it actually measures: the resistance of the insulation material itself, expressed in megohms. Higher number, healthier wiring.
Here's the confusion we run into constantly. Homeowners searching for "insulation resistance test" often think it's about loft insulation or cavity wall insulation. It isn't. This is purely an electrical safety test on the plastic sheathing around your cables.
But the two topics do overlap in one useful way, which we'll get to later. A failed electrical test can sometimes flag up a property that needs broader energy efficiency work, and that opens up grant funding you might not have known about.
So. Two different types of insulation, one test, and a surprising crossover with home energy grants. That's what this guide covers.
Most domestic properties need one every ten years as part of a routine Electrical Installation Condition Report, or EICR. Landlords need one every five years by law under the Electrical Safety Standards in the Private Rented Sector Regulations 2020. Beyond those two triggers, there are a handful of specific moments when the test becomes non-negotiable.
Buying a house. Most conveyancing solicitors will flag an EICR older than ten years, and mortgage lenders sometimes insist on a fresh one before completion.
Selling a house. You don't legally need one to sell, but buyers increasingly ask for it, and a valid EICR removes a common last-minute negotiation point.
Renting out. Non-negotiable. The 2020 regulations require landlords to provide a valid EICR to tenants within 28 days of the inspection and to trading standards on request. Local authorities can fine landlords up to £30,000 for non-compliance.
Had a fire, a flood, or major building work? Test it. Water gets into cables in ways that aren't visible from the outside, and rodent damage during a loft conversion is more common than most people realise.

One we see less talked about: older homes with rubber-sheathed wiring from the 1950s and 60s. That insulation degrades naturally over time. If your fuse board still has ceramic fuses or you've never had an EICR, don't wait for the ten-year mark. Get it tested now.
The electrician disconnects your circuits from the mains and applies a controlled DC voltage using a megohmmeter, also known as a Megger. The whole visit usually takes two to four hours for a typical three-bed home.
Here's what actually happens on the day.
First, the electrician turns off your main power at the consumer unit. That means no lights, no fridge, no wifi for a couple of hours. Warn anyone working from home. We've seen this catch people out more than once.
Second, they disconnect sensitive electronics from the circuits being tested. This includes RCDs, dimmer switches, LED drivers, and anything with a microchip in it. The 500V test voltage can damage these components if left connected, so this stage matters.
Third, they connect the megohmmeter to each circuit in turn. Live and neutral get tested against earth, then against each other. The meter applies the voltage for about a minute and records the resistance reading in megohms.
Fourth, they reconnect everything, turn the power back on, and check that all your circuits function properly.
Fifth, and this is the bit that produces the paperwork you actually care about, they compile the results into an EICR. This is a formal document that lists every circuit tested, its reading, and any observations coded C1 (danger present), C2 (potentially dangerous), C3 (improvement recommended), or FI (further investigation needed).
The minimum acceptable insulation resistance under BS 7671 (the UK wiring regulations) is 1 megohm at 500V for a 230V circuit. Most healthy modern installations come in at 200 megohms or higher. Anything below 1 is a fail.
A pass means every circuit reads above 1 megohm and the EICR comes back marked "satisfactory". A fail means one or more circuits fell below that threshold, or the electrician flagged a C1 or C2 defect elsewhere. What happens next depends on which it is.
Satisfactory. File the certificate somewhere safe. If you're a landlord, send a copy to your tenant within 28 days. Book the next test for ten years from now (five if you're renting the property out).
Unsatisfactory. This is where it gets stressful, but it shouldn't. An "unsatisfactory" outcome doesn't mean your house is about to burn down. It means at least one thing was found that needs putting right, and the electrician will have listed exactly what.
C1 is the serious one. It means "danger present, risk of injury", and the electrician should have made it safe on the day, usually by isolating the circuit. Common causes: exposed live conductors, water ingress into a socket, or a consumer unit with no RCD protection on final circuits.
C2 is "potentially dangerous". Something isn't imminently going to kill anyone, but it needs fixing before it becomes a C1. Failed insulation resistance readings usually land here.
C3 is "improvement recommended". Not a fail, technically, but noted for your attention. Old-style fuse boards without RCDs often get a C3.
Honestly, the cost of remedial work varies wildly. A single failed circuit might be £150 to rewire if it's accessible. A whole-house rewire because the 1960s rubber cable is crumbling? £4,000 to £8,000. This is the point where people start asking whether any of it can be funded.
Sometimes, yes.
Not directly, but a failed electrical test often coincides with the kind of older, less efficient property that qualifies for energy efficiency grants. That's the crossover worth knowing about. Here's the honest bit most guides won't tell you.
ECO4 and Warm Homes: Local Grant don't fund electrical rewiring. They fund insulation, heating upgrades, and sometimes solar, based on your household circumstances and your property's EPC rating. But if your house is old enough to have failed an EICR on insulation resistance grounds, it's also probably old enough to have an EPC of D, E, F or G. And that's what ECO4 cares about.
Under ECO4, households on qualifying benefits (Universal Credit, Pension Credit, Income Support and a few others) in properties rated D or below can get insulation, heating upgrades, and in some cases first-time central heating fully funded. Funding depends on household, property and eligible measures. The scheme runs until December 2026.
Warm Homes: Local Grant works differently. It's council-administered, income-linked rather than benefit-linked, and the amounts vary by local authority. Runs until March 2028. Some councils are generous. Cornwall and Manchester have run big schemes. Others have barely touched their allocation.
The practical route we'd suggest. Get the EICR done first, fix the C1s immediately (safety comes before savings), then check your grant eligibility before you commit to any bigger electrical work. Sometimes an installer coming out for insulation or a new boiler will spot electrical issues that a grant-funded upgrade can indirectly resolve. For example, a full heating replacement funded through ECO4 or the Boiler Upgrade Scheme sometimes includes bringing the consumer unit up to current standards as part of the works.

Use a registered electrician from NICEIC, NAPIT, ELECSA, or Stroma. A full EICR on a three-bed semi typically costs £150 to £300 in 2026, with the insulation resistance test included as standard.
Don't hire on price alone. This is one area where cheap gets expensive fast.
What to look for. The scheme registration is the big one. NICEIC and NAPIT are the two most recognised. Both maintain public registers you can search by postcode. If someone tells you they're "qualified" but not registered with a scheme, keep looking.
What drives the price. Property size, number of circuits, accessibility of the consumer unit, and age of the installation. Older houses take longer because there's more to disconnect and reconnect. Flats often come in cheaper than houses. Rural properties sometimes attract a callout premium.
What you should get for your money. A written EICR, all circuits tested, all observations coded properly, and a clear list of any remedial work with rough costs. If you get handed a one-page summary with "pass" scrawled at the bottom, that's not an EICR. Push back.
A note on landlords specifically. Some letting agents offer "EICR packages" bundled with gas safety checks. These are usually fine, but check that the electrician is scheme-registered and that you get the full report, not just a certificate.
Booking window in 2026. Demand for EICRs has been rising steadily since the 2020 landlord regulations, and it spikes every March and September when tenancies turn over. If you're a landlord approaching a five-year renewal, book six weeks ahead. Homeowners have more flexibility.
One last thing. Keep the EICR document. Store it with your other property paperwork. Buyers, insurers, and grant assessors will all ask for it at some point, and re-issuing a lost copy from your electrician usually costs £30 to £50.
