What solar panel grants can pensioners get?
No single grant guarantees free solar panels for every pensioner. Several schemes can reduce or remove the cost, depending on your benefits, home and location.
The main routes are:
- ECO4, which can fund solar panels at no cost to eligible households on qualifying benefits, including Pension Credit.
- Warm Homes Local Grant (England), which may fund energy improvements for low-income homeowners in homes rated EPC D to G.
- Zero-rate VAT on professionally installed solar panels, reducing the price if you pay privately.
- Smart Export Guarantee (SEG), which pays you for electricity you export to the grid after installation.

ECO4: the main free solar route
ECO4 may support suitable solar PV within an eligible improvement package. It obliges large energy suppliers to fund energy-efficiency measures in eligible homes, and solar PV is one of the measures that can be installed.
ECO4 runs until 31 December 2026 (Ofgem, ECO4 guidance). Eligibility is not automatic. All of the following matter:
- Qualifying benefit. Pension Credit is one of the eligible benefits. Other qualifying benefits include Universal Credit, income-based Jobseeker's Allowance and income-related Employment and Support Allowance. Child Tax Credit and Working Tax Credit ended on 5 April 2025 and are no longer qualifying benefits.
- Home tenure. You must own your home or have landlord permission. Social housing has separate rules.
- EPC rating and property type. The home's current energy rating and the improvement the measure would deliver both affect whether a supplier will fund the work.
- ECO4 Flex. If you do not receive a qualifying benefit, your local council may refer you through the ECO4 Flex route. This is a council referral, not guaranteed funding.
Solar panels are not offered under ECO4 in every case. The installer and energy supplier decide which measures best improve the home's energy rating. Insulation or a heating upgrade may be prioritised instead.
Who qualifies for Pension Credit?
Pension Credit tops up weekly income for people who have reached State Pension age. It is the single most important benefit for pensioners seeking ECO4 support because it appears on the qualifying-benefits list.

Pension Credit and other support
Pension Credit can open doors beyond solar panels. Pensioners receiving it may also qualify for:
- Warm Home Discount, subject to that scheme’s current eligibility and country-specific rules.
- ECO4 insulation measures, such as loft or cavity wall insulation, which improve your home's energy rating and reduce bills. See our insulation grants guide for details.
- Council Tax reduction, depending on your local authority.
Insulation reduces heating demand, while solar generates electricity. Insulation does not increase the output or conversion efficiency of solar panels. If your home has poor insulation, an ECO4 installer may recommend insulation first, as it often delivers a larger improvement to the home's EPC rating than solar alone.
Pitfalls and scams to watch for
Pensioners are frequently targeted by energy-grant scams. Protect yourself with these checks:
- Verify any requested contribution. Get the funding arrangement and payment terms in writing and check them independently.
- Treat unsolicited promises cautiously. A cold call is not proof of eligibility or fraud. Contact the named supplier or council using independently verified details.
- Check MCS certification. Any installer fitting solar panels should be MCS-certified. You can verify this on the MCS website.
- Get written confirmation of what is being installed, who is funding it and what guarantees apply before any work starts.
- Beware pressure tactics. A genuine installer will give you time to consider. Walk away from anyone demanding an immediate decision.

- Can all pensioners get free solar panels?
- No. Eligibility depends on the household, property and proposed measures, and funding is not guaranteed. A qualifying benefit or a valid Flex referral is only part of the assessment.
- Does Pension Credit guarantee a solar panel grant?
- Pension Credit satisfies the benefit condition for ECO4, but your home's EPC rating, property type and installer assessment also determine whether solar panels are funded. Meeting one condition does not mean all conditions are met.
- Is there VAT on solar panels for pensioners?
- Professionally installed solar panels currently attract zero-rate VAT until 31 March 2027. After that date, VAT is scheduled to rise to 5%. This applies to all homeowners, not only pensioners.
